Chief Data Officer, State of Oregon
Kathryn Darnall Helms, MSIS, MA, currently serves as Oregon’s inaugural Chief Data Officer, beginning her tenure in January 2019. Kathryn is currently leading creation of the State of Oregon’s first Enterprise Data Strategy, launching and building the Chief Data Office, and working to create an Open Data Program within the State. In previous roles, Kathryn led an initiative to centralize information and data governance at the City of Austin, resulting in the formation of a multi-agency governing board to create policy and a core strategy for managing information throughout the City. Before working at the City, she was the first graduate of a new dual-degree program between UT’s School of Information and the Lozano Long Institute of Latin American Studies, where she conducted qualitative research in the Guatemalan National Police Archive, and provided information governance and digital archiving consulting services to human rights organizations in Rwanda, El Salvador, Austin, and Guatemala.
